“三化合一”提升理(li)論學(xue)習(xi)成效
中色十(shi)五(wu)冶第二批主(zhu)題教育12家單(dan)位始終按照“細化(hua)于(yu)學(xue),實(shi)現(xian)以學(xue)鑄魂;深(shen)化(hua)于(yu)悟(wu),實(shi)現(xian)以學(xue)增智;轉化(hua)于(yu)行,實(shi)現(xian)以學(xue)促干(gan)”的原則,扎實(shi)推(tui)進理論學(xue)習(xi)。

“三向(xiang)聚力”深(shen)化調查研究(jiu)成(cheng)果
在第二批主題(ti)教育中(zhong),中(zhong)色十五冶12家單位大興務實(shi)之風,認真抓(zhua)好(hao)(hao)調查研(yan)究,堅持(chi)向“解決問(wen)題(ti)的(de)(de)方向、人(ren)民滿意(yi)的(de)(de)導向、轉化成果(guo)的(de)(de)路向”聚力,切實(shi)將調查研(yan)究抓(zhua)出高質(zhi)量好(hao)(hao)效果(guo)。
聚焦問題,把(ba)準選題方向,始終(zhong)把(ba)解決問題作為調(diao)查研(yan)究的(de)出發點和落腳點,53名領導(dao)(dao)班子成員深入項目一線,開展針對性、接地(di)氣、能(neng)解決問題的(de)調(diao)研(yan)80次,形成調(diao)研(yan)報告54份。在調(diao)研(yan)過程中,嚴格執(zhi)行“四必須(xu)”要(yao)求,即“生產經營工(gong)作必須(xu)指導(dao)(dao),黨建工(gong)作必須(xu)查看,談心座談必須(xu)開展,同吃同住必須(xu)執(zhi)行”。
聚(ju)焦群(qun)眾(zhong),堅持(chi)基(ji)層導(dao)向(xiang),廣(guang)泛學習運用“浦江經(jing)驗、四下(xia)基(ji)層”工(gong)作(zuo)方法和工(gong)作(zuo)制度,“讓(rang)領(ling)導(dao)多(duo)下(xia)去,讓(rang)群(qun)眾(zhong)少(shao)上(shang)來(lai)”。中色十五(wu)冶二公(gong)(gong)(gong)(gong)司(si)針(zhen)對基(ji)層信(xin)(xin)訪(fang)問題,及時(shi)召開信(xin)(xin)訪(fang)工(gong)作(zuo)通報(bao)(bao)會(hui),公(gong)(gong)(gong)(gong)開、公(gong)(gong)(gong)(gong)平、公(gong)(gong)(gong)(gong)正、及時(shi)地(di)通報(bao)(bao)信(xin)(xin)訪(fang)工(gong)作(zuo)進展,廣(guang)泛邀請(qing)職(zhi)工(gong)群(qun)眾(zhong)代表參與信(xin)(xin)訪(fang)工(gong)作(zuo)反饋會(hui),真(zhen)正做到沉下(xia)身子、貼近群(qun)眾(zhong),將(jiang)思(si)想工(gong)作(zuo)做到職(zhi)工(gong)群(qun)眾(zhong)心(xin)坎上(shang)。各(ge)基(ji)層黨(dang)(dang)支部深化落(luo)實(shi)公(gong)(gong)(gong)(gong)司(si)傳統的思(si)想政(zheng)治工(gong)作(zuo)方法,包括(kuo)“三必(bi)訪(fang)、五(wu)必(bi)談(tan)、四小工(gong)作(zuo)法、支部書記接待日、黨(dang)(dang)務(wu)(wu)廠務(wu)(wu)公(gong)(gong)(gong)(gong)開”等,實(shi)現一切(qie)為(wei)了群(qun)眾(zhong),一切(qie)依靠群(qun)眾(zhong),從(cong)群(qun)眾(zhong)中來(lai),到群(qun)眾(zhong)中去。
聚焦成(cheng)果,突出實(shi)(shi)效(xiao)路(lu)向(xiang)。把實(shi)(shi)效(xiao)作為檢驗調(diao)查研究質量的(de)(de)根本標準(zhun),打通調(diao)研成(cheng)果轉化這(zhe)個調(diao)研活(huo)動的(de)(de)“最后一公(gong)里”。中色(se)十五冶第二批主題教育(yu)各單(dan)位(wei)在扎(zha)實(shi)(shi)開展調(diao)查研究的(de)(de)基礎上(shang),及時(shi)組織召開調(diao)研成(cheng)果交流會。領(ling)導班(ban)子(zi)成(cheng)員認真(zhen)分享各自的(de)(de)調(diao)研報告,經(jing)集體(ti)研議后,形成(cheng)了調(diao)研發現問(wen)題整(zheng)改清(qing)單(dan),明確(que)了整(zheng)改措(cuo)施、責任(ren)領(ling)導、主責部門和整(zheng)改時(shi)限,建立跟蹤(zong)落實(shi)(shi)機制,真(zhen)正讓調(diao)研成(cheng)果得(de)到轉化。
“三個堅持”抓(zhua)實問題(ti)檢(jian)視整改
檢(jian)視整(zheng)改作為科學評判(pan)主題(ti)教育實效的重要一(yi)環,中(zhong)色十(shi)五冶第二批主題(ti)教育各(ge)單位(wei)不僅(jin)致(zhi)力于(yu)將問題(ti)找準,更加(jia)注(zhu)重把問題(ti)“病癥”整(zheng)改整(zheng)治到位(wei)。在落實問題(ti)檢(jian)視整(zheng)改過程(cheng)中(zhong),始終堅持“不等不靠(kao)、上下聯動、以點帶面”,切(qie)實把檢(jian)視整(zheng)改作為推動主題(ti)教育取得實效的有力抓手。
不(bu)(bu)(bu)(bu)等(deng)不(bu)(bu)(bu)(bu)靠抓整(zheng)改,按照(zhao)(zhao)主(zhu)題(ti)教育(yu)各項工(gong)作不(bu)(bu)(bu)(bu)分階(jie)段、不(bu)(bu)(bu)(bu)劃(hua)節點、同步(bu)開展(zhan)(zhan)的(de)(de)要求,各單位不(bu)(bu)(bu)(bu)等(deng)不(bu)(bu)(bu)(bu)靠,堅持(chi)邊(bian)(bian)(bian)學習、邊(bian)(bian)(bian)對(dui)照(zhao)(zhao)、邊(bian)(bian)(bian)檢視(shi)、邊(bian)(bian)(bian)整(zheng)改,把問(wen)(wen)題(ti)整(zheng)改貫(guan)穿(chuan)主(zhu)題(ti)教育(yu)始(shi)終(zhong)。針對(dui)每次集中(zhong)學習研討發現(xian)的(de)(de)問(wen)(wen)題(ti)和提出的(de)(de)對(dui)策,由(you)業務部門牽頭梳理(li)、分管領導(dao)把關審核,黨委(wei)集中(zhong)研判之后,納入到(dao)(dao)檢視(shi)問(wen)(wen)題(ti)清單,一體推(tui)進整(zheng)改。建立整(zheng)改臺(tai)賬動(dong)態更新機制,每半(ban)個月(yue)組(zu)織一次整(zheng)改進展(zhan)(zhan)調查,并同步(bu)更新問(wen)(wen)題(ti)清單,及(ji)時將新發現(xian)的(de)(de)問(wen)(wen)題(ti)納入到(dao)(dao)整(zheng)改臺(tai)賬一體推(tui)進。
上(shang)(shang)(shang)(shang)下(xia)聯(lian)動(dong)抓整(zheng)改(gai),按照檢視(shi)(shi)整(zheng)改(gai)上(shang)(shang)(shang)(shang)下(xia)聯(lian)動(dong)的要求,中色十五(wu)冶(ye)建立(li)三級(ji)聯(lian)動(dong)機制,實現中色十五(wu)冶(ye)黨委、二(er)級(ji)單位黨委(總(zong)支(zhi))、基層(ceng)黨支(zhi)部,通(tong)(tong)過(guo)主(zhu)(zhu)動(dong)認領第一批主(zhu)(zhu)題(ti)教(jiao)育(yu)檢視(shi)(shi)的問題(ti)、由(you)上(shang)(shang)(shang)(shang)及下(xia)解決“表現在基層(ceng)、根子(zi)在上(shang)(shang)(shang)(shang)面”的問題(ti)、由(you)下(xia)及上(shang)(shang)(shang)(shang)反饋基層(ceng)發(fa)現的問題(ti)等(deng)形式,確保(bao)問題(ti)整(zheng)改(gai)上(shang)(shang)(shang)(shang)下(xia)貫通(tong)(tong)、同向發(fa)力。中色十五(wu)冶(ye)第一批主(zhu)(zhu)題(ti)教(jiao)育(yu)中檢視(shi)(shi)出來的73個(ge)問題(ti),由(you)第二(er)批主(zhu)(zhu)題(ti)教(jiao)育(yu)各(ge)單位主(zhu)(zhu)動(dong)認領了(le)其中的26項;通(tong)(tong)過(guo)設立(li)“意(yi)見(jian)箱(xiang)”“職(zhi)工(gong)郵箱(xiang)”等(deng)形式,持續性收集基層(ceng)職(zhi)工(gong)群眾意(yi)見(jian)建議80余條(tiao)。
以(yi)點帶面抓整改,通過(guo)“解剖一(yi)(yi)個(ge)問(wen)題”推(tui)動(dong)“解決一(yi)(yi)類問(wen)題”,是各單位問(wen)題檢視整改堅(jian)(jian)持“由(you)點及面”的(de)鮮(xian)明(ming)寫照。比(bi)如中色十五冶(ye)一(yi)(yi)公(gong)司(si)通過(guo)強化培訓,系統解決了(le)新(xin)任(ren)職黨支部書記(ji)普遍(bian)業務能(neng)力不足的(de)問(wen)題;通過(guo)加強紀檢人員配備,有效解決了(le)打通監督“最后一(yi)(yi)公(gong)里”這個(ge)廣(guang)泛而(er)基礎(chu)性的(de)問(wen)題。對主題教育中總結(jie)出來的(de)好做法好經驗(yan),各單位堅(jian)(jian)持“當下改”與(yu)“長久立”相結(jie)合(he),及時(shi)以(yi)制度(du)形式固定下來,截至目前,各單位已實現建(jian)章(zhang)立制20余條,有效實現了(le)制度(du)和方(fang)法上的(de)查漏補缺。(吳桂興)
